The Northern California Laborers Training program was established in 1966 through a trust agreement between the Associated General Contractors of North America, Inc. (AGC) and the Northern California District Council of Laborers.
The Training Center, located in San Ramon, is named the Terence J. O'Sullivan Laborers Training Center, in honor of former LIUNA General Secretary-Treasurer Terence J. O'Sullivan, who was the driving force in creating the training program in 1966. In 2004, a satellite campus was established in West Sacramento, located in the "Port of Sacramento" district.
Trainees learn, or upgrade, construction and environmental remediation skills from instructors who have many years of experience in the construction industry, and are certified by the State of California and other oversight agencies. Classes are equipped with modern equipment and tools, and strong emphasis is placed on operation and safety.
The training program serves some 1,500 signatory contractors and 25,000 union members in 46 counties in Northern California.
